It can only take effect after mandatory, age appropriate civics classes are taught in every public AND private K—12 classroom. Upon passing a final exam in the senior year, every high school graduate is automatically registered to vote. Oh, and media literacy should be included, so voters of the future will know how to tell truth from lies and propaganda.
