Your analysis is correct, if they have made an appearance in the case.

But in complex litigation, it is unusual for every single attorney working on the matter to have submitted a notice of appearance. This issue is about attorneys (presumably licensed to practice law) who have not submitted a notice of appearance, who have no direct accountability in this case.

I should also add - there are entire 3rd party firms dedicated to document review. None of the attorneys hired by these 3d party firms would file a notice of appearance.
