And my point is that usually only a handful of attorneys on a matter submit a notice of appearance. These volunteer attorneys (paid or not) will almost certainly not submit a notice of appearance - which is precisely the concern. The court will not know who they are, and will have no way to track who has access - unless Trump notifies the court they are being given access to the material (and possibly asks permission - to avoid folks like Powell). Trump believes this is way too hard.

ETA: Just read the filing (rather than excerpts): Per the proposed order individuals employed by Trump's counsel get the same access as attorneys of record. Attorneys working for 3rd party firms (like document review firms) or volunteer attorneys (who don't necessarily have an ongoing relationship with the firm) have to have consent of court before access.
