That mentions 42 U.S. Code § 1983 - Civil action for deprivation of rights, which suggests to this layman that there might also be an action that could be taken under 18 U.S. Code § 242 - Deprivation of rights under color of law.

I don't know but I hope there are people who do know this stuff who are trying to figure out how to make it stop.
