3. No one is likely to agree with me, but I think it sort of unfair that only border states remain

responsible for new immigrants; if the immigrants have no one waiting for them, they could be spread to every state that has need for whatever skills they have until they can be assimilated w/language, training, and jobs with hospitality through to pathway for citizenship from sea to shining sea as policy not kidnappying and lies.
