21. SOME handguns DO have a magazine release safety.

Having said that, most people are taught early to NEVER point a gun at anyone, loaded or not.

Watch an experienced firearm handler... if they want to tear down a gun or clean it, whatever... they will remove the mag and rack the slide a couple times AND lock the slide BACK and visually verify no bullet in the gun.
