20. Going on what was said before...

I believe the transcriber didn’t hear correctly Biden more than likely said “Jack” not “fat”. It just got transcribed incorrectly.

That got to me too, I couldn’t believe President Biden would call someone that. I watched it a few more times and settled on this. Wish I knew ASL, she was signing up on the stage but when the word is said she’s just out of the frame of view.
