I've always believed that his sanctions against the USSR and support for the Afghanistan resistance were critical to the collapse of the Soviet economy but he doesn't get a lot of credit for it. Sadly, when the Soviet regime fell, Bush was president and sent a bunch of free-marketers to consult on the recovery, ultimately resulting in a corrupt, authoritarian regime. Carter's actions were widely criticized at the time, including his use of human rights arguments in foreign policy. He was the first president to do so.
So this is my standard response when the media says he "transformed his legacy" after he left office. I think his presidential legacy is nothing to sneeze at.
