Hell, as broad of a definition this is their could even be a argument made that our sanctions against Russia are genocidal. Ruin their economy, make the people rise up, have them overthrow their government... Death of the Russian national identity, even if only because the people decide to rename their country.

And lets not forget that these broad sanctions are also a form of collective punishment against all Russians.
