Every single previous President before him had either been "elected", "appointed", or served in some role in a government (e.g., including the military like Washington, Jackson, Harrison, Taylor, Grant or Eisenhower).
So since he had done none of that, he had zero idea about what the concept or point of "government" was in terms of operationalizing it... only that he knew he could supposedly "run a business". And everything he did was in the furtherance of using the U.S. as "his business" as he learned (or better, was told) about the power of the Presidency. And it wasn't long before the "unitary executive" loons got a foothold in.
I know I have posted before that this "Constitutional democracy" that is composed of a federal system of government, has been kept in place merely based on the "honor system", and once you break that, it's toast. And that is pretty much where we are unless we can make sure that he doesn't get back in again.
