Now, to challenge your spectator attitude: imagine you are the cop. Then imagine that the robber who previously swore to kill everyone in your neighborhood, then killed everyone in your building, then took HIS neighbors, HIS bank employees and the people in HIS building complex hostage, and then threatened to keep coming to YOUR neighborhood and to keep killing the bank employees, the hostages and the people in YOUR building complex, again and again, until your neighborhood is gone. And he keeps shooting at you while he hides behind all of his people mentioned above.
If you walk away and don't shoot him dead, not only will he get away with the previous murders, he will keep murdering and daring you to shoot him dead again and again, while he surrounds himself with more hostages, and more employees, and more people from another building complex. And he will repeat this until he shoots you and all of your neighbors dead. He told you so.
So what do you do? Do you walk away, or do you make sure he is dead the first time around, whatever it takes, and risking the lives of everyone he is hiding behind in order to avoid infinitely greater casualties?
You appear to see no harm in walking away, every single time, until you are dead. It makes no sense.
