Conservative elites want the veneer of being civil while the Fascist will deal directly in force and violence. Conservatives always align with Fascists because they have similar core values and Conservatives think that they can control Fascists so that they (Conservatives) can achieve their goals of dominance. The problem always ends up in the Conservative being subsumed, the Fascist going too far and the project ending in disgrace. The Conservative, having learned nothing, simply resets and begins the project anew.
