1. The worst change in welfare law was to give states money for the poor as block grants.

And, yes, I know that change was made during the Clinton administration, but it has resulted in less money for the poor. I’m reading a book on poverty in the US, and the author cites statistics that, on average, only 22 cents per dollar of the block grants go to needy recipients. The rest goes for state bureaucracy and many purposes not even related to helping the poor, especially in Republican states where officials have used the money to buy cars, pay for Christian crisis pregnancy centers, and programs to encourage marriage (none of which work). That needs to change if Democrats once again control all of Congress.
