As you say, they are accusations. Not backed up by evidence. Israel is refusing to provide evidence about the 12 - or 4 - who they allege participated in Oct 7th.

The fact that Hamas condemned the UNRWA shows the agency is independent; neutral, no?

Israel controls who works for the UNRWA, having final approval. A list of employees was provided to Israel last year. No objections were raised. One has to wonder why not, if indeed the agency has so many Hamas employees, as Israel claims.
