Weiss indicted Smirnov because the judge was about to release discovery to Hunter's lawyer and that discovery implicated Weiss, Rosen, Donaghue, Bill Barr. Now the plan is to offer Smirnov a sweetheart plea deal to keep his silence, and Merrick Garland is well aware of all of this.
