I worked IT for the State of California and we have some systems that we isolated. they were connected either by VPN or by IP but not connected to any other system. (In the old days we used dummy terminals connected by token ring and they were pretty isolated, but old technology)

However, if any of these businesses do online business, need massive connections with employees, or have any email systems connected that can be accessed from outside of the gateway, then their vulnerability exists and is hard to isolate.
