just as with evolution, intelligence is not a foregone out come (none on Earth for 99% of the time) technology is not a given. Whales are intelligent, and a very intelligent whale like species could evolve on a water planet like ours without ever having the need to develop technology. And we can see even more exotic alien life, without technology as a result. We might never see evidence of such life.
We are hoping some alien life out their is using the radio spectrum. But we don't know if any are.
