"How can you prohibit someone from appealing a court ruling that fines them 400 million dollars unless they first pay the 400 million dollars? That would basically be denying an American citizen their right to appeal if they weren't able to afford the penalty they are appealing."

Easy. Most people don't crime their way up to a half billion in debt. They stop. Like when Trump owed E Jean Carroll $5 million. He could have shut up. He was invited to shut up. He was instructed to shut up. He was fined for refusing to shut up. And he ran the tab up to just under $100 million by not shutting up.

I think you're probably okay unless you plan on running out to rape a bunch of women and defame them or performing fraud to the tune of multi-million dollar criminal acts.

If you can't afford the penalty don't do the f*%*ing crime.
