They know Israeö DOES have the capacity to respond in a manner that would bother them, they just figues we wouldn't "allow" it. The fact that Netanyahu doesn't need to ask for our permission is probably not a part of their propaganda, and so they actually believe it. Just like the misguided souls who think Biden can "order" israel around on how to conduct the Gaza operation.
