2. Its not so much granting full imunity as it is full delay

They will certainly kick it back down to determine which of the indictment charges are official duties, unofficial duties, and which are hybrids of the two.

The court will likely order some degree of immunity for official duties.

But this fact finding will take a year or more with appeals and clarifications.

So not full immunity, but not full culpability nor a speedy trial.
