There’s no law that says Presidential campaigns have to be truthful. The email stories didn’t take Democrats and make them Republicans. They gave a push to voters who were already unhappy about Clinton at a point when it was too late to do anything about it.

When I was canvassing in Cleveland - a supposed safe D area - I ran into doz me of people on supposedly clean lists of committed Democrats. The real problem (which two State Party Chairs confirmed to me) is that the Clinton campaign assumed that people who voted for Obama would vote for her and never put in the effort at the front ten to confirm that.
