The others may not be in the caucus, but they're held in thrall with them in the end. Because if they don't act the right way, they'll get primaried hard, have to make wild changes or more extreme motions to try and stay ahead in the primaries, and then deal with the consequences later. They're not formally bound, but it's fully there.
