When even skilled politicians need to gauge degrees of response and public / local sentiment, they gauge it as quantities, not as yes / no all-on / all-off items.
So even they can be fooled a little about the actual degree of sentiment. Particularly because ideas / memes / graphics travel through many eyeballs and hands before impinging on the consciousness of politicians. It is hard to imagine a politician not talking to other people before risking calling for Biden to quit. Such risks are not taken in a vacuum. Further, if a politician early on decides to get in front of an idea, it doesn't mean that their announcement is not going to amplified by others.
It would be foolish to say that all Democrats are perfect measurers of sentiment. Similarly, it must be noted that Putin does not need to sway 100% of Democrats or sway any one Democrat 100% for him to have an effect he finds desirable. Likewise, it is neglectful to think that Putin has to seed everything and can't just amplify some things whether or not he seeded them.
