District and at-large delegates vote. They were elected by district delegates at state conventions to represent specific candidates. They are bound to those candidates. Super delegates don't get to vote in the first round. Meaning congressional members and governors don't vote.
It would require a lot to happen for a new nominee to be elected. And there would be a lot of unhappy delegates if it happened.
