O'Donnell pointed out that Humphrey lost by about 1% to Nixon partly because Humphrey didn't have enough time to raise enough to campaign effectively. Kamala Harris is the only one who would be able to use all the money the Biden-Harris campaign has raised. Honestly, when Biden is re-elected, he can step down if he feels he can no longer do the job and Harris would become president.
