It gets the spotlight back on him, which he prefers, it juices up his MAGA base, and it gets black voters, who weren't as strong for Harris in some of the recent polls as I would have expected, talking about whether she is "black enough". And it forces her to defend her blackness, which is probably not what she wants to be doing 3 months before the general election. Then he and his surrogates get to accuse her of playing identity politics.
Yes, the "not black enough" didn't work against Obama, but the idea of electing a black president was more novel in 2008 than it is now.
We underestimated Trump in 2016, betting that everyone would be so outraged by his racism, sexism, etc. that nobody would vote for him. We do so again at our peril. If people aren't turned off by the fact that he's been openly racist and sexist for years, was convicted of 34 felonies, and incited a violent insurrection, they are not going to be turned off by this.
