12. If a state fails to certify its results in time, is it recorded as "not voting" when the Electoral College meets ??

I really don't know. The EC is a mystery to most of us.

I hope so -- if the voters of a state see their votes didn't count because of election deniers, the MAGAts may finally get the violent reaction they've been trying to provoke -- only they'll be on the receiving end of it !
