Abbot is scum, and he certain is a fan of voter suppression, but this situation is is not as black and white as you depict it. ~500,000 were dead, moved out of state, or asked to be removed. 463,000 were those who hadn’t voted recently and did not respond to mailed confirmation letters from local election boards. This may or not be problematic depending on the criteria. The numbers were for four years and are not out of line for a State with a mobile work force and 18 million registered voters.

All states have similar procedures to maintain their voter rolls.
