It's 3.1% either way. You can add 3.1% to Trump and subtract 3.1% from Harris. Of course, the reverse could also be true. In which case it could be Trump by 1.1% or Harris by 8.1%.

That's why these polls are inconclusive. But they can be, when taken together, instructive of the trend lines.
