13. I think he's taking the safe approach.

I do believe he realizes the last debate hurt him and with the race as close as it is, he can't afford to slip in the polls.

So, not debating is probably the smart thing for him.

If he were trailing badly in the polls, I don't doubt he'd be running to the debate stage searching for any traction to get back in the race.

But he doesn't need it right now, unfortunately.
