Here in PA, they will start "canvassing" the mail ballots (removing from outer and secrecy envelopes, and stacking them for feeding into a reader), when polls open, and once stacks are ready to go, they can go ahead and tally during the day. They are required to go 24/7 at that point to get them done.
I don't think ANY votes (machine or mail) are "reported" (officially) until after the polls close anyway.
But yes the issue is that the GOP loons here in the state legislature have ignored both Democratic and Republican County election officials who have asked them to update the law to allow for at least prepping the ballots for the scanners BEFORE the polls open (even if one doesn't actually start feeding ballots into scanners until the polls open).
Also note that 2020 was a pandemic year when you had almost 50% of voters using those ballots because many counties and municipalities (including here in Philly) only had about 1/2 of their normal "in person" polling locations open. But for every election since, only about 1/3rd of the voters have used mail ballots and the rest voted "in person", because the number of polling locations is pretty much back to usual.
