Honestly why not sign up for the money even if you might already be registered. As long as you only vote one time/election (or not at all) it shouldn't matter? Vote as you normally would.

Voters in some States sometimes will re-register (switch parties) to pull an alternate primary ballot, then vote for the other Party in the general election.

Paying people to register for one Party only inflates the number of registrations for the party in the State, not the actual votes. I know many Utah registered "Republicans" that vote for Democrats in the general election but attend caucuses to try to influence who the Republicans will nominate.
