Update: suspect identified as Shamsud Din Jabbar. A US citizen with former military service who was apparently radicalized by ISIS. The FBI is now saying they do not think he was the solely responsible.
Per ABC News:
Investigators are working to determine whether the deceased suspect entered the country recently and whether he had a connection to ISIS, law enforcement sources told ABC News.

Maybe it's similar to what took place in Germany?
Also, they're saying he seems to have caused the AirBNB he was staying in to catch fire as he left. Maybe an IED they're not saying for sure yet. It feels like they planned this for awhile and it could have even been worse.

Or he could be a resident/citizen with ISIS affiliation. I believe then it might be classified as "international"

If he has actual ties to ISIS or a terror group, it could be considered "international", even if he's a citizen.
