A white F150 would blend in as they're so common as fleet vehicles.
Then there's the "black flag" they're mentioning was being flown by the truck. I'm guessing that's why they're looking into ISIS connections.

Or he could be a resident/citizen with ISIS affiliation. I believe then it might be classified as "international"

If he has actual ties to ISIS or a terror group, it could be considered "international", even if he's a citizen.
