43. I've been wondering why they never did go off.

What was the plan for them and what stopped them from being used?

We're they intended for proclaiming martial law if the insurrection had been successful? If Trump was declared the winner of the election, one way to stop or prevent massive protests would have been to have a couple of big explosions at political sites. Then declare martial law.
