Biden never called for banning Tik-Tok (like Trump did in 2020). It was mostly Republicans in the house who screamed about it. In April of last year when Congress took up the bill, Biden didn't push for it but said he would sign it if it passed. In the House, the final vote was 352 supporting the ban to 65 voting no. Only 15 Republicans voted no compared to 197 voting yes. Democrats were far more split, though a solid majority of Dems voted for the ban (155 yes, 50 no). Biden subsequently signed it as he said he would.
The ultimate point behind all of this is if someone is going to be mad at a political party over banning Tik-Tok - the party they should be mad at is the Republicans. It was Trump who initially banned it without any Congressional approval and Biden reinstated it. When Congress got around to passing a legislative ban, it was Republicans who voted overwhelmingly for the ban, much more so than Democrats (93% of Republicans voted for the ban vs only 76% of Democrats).
