It would be better to emphasize who's actually paying taxes and keep those taxes where they are generated. Make federal funding contingent on local/state matches. Put federal infrastructure in areas providing the most tax revenues; quit trying to stimulate areas that are inherently hostile to the federal government.
Additionally, Dems need to point out that you can't allow your local politicians a pass if you think things aren't going right. On shear numbers, there are more Republicans in public office than Democrats. But the press and Republicans always blame someone else far way (Washington, CA, NY) rather than holding themselves accountable; I think this is a reflection of the people they represent (it's never my fault that I'm miserable).
