The additional duties. If I remember correctly from the first DT term, it took around 30 days for US Customs to reprogram their software to begin collecting the money.
The govt also gave businesses a chance to send in requests to exempt certain commodities. However who knows what will happen this go around except the cost of goods will go up for the consumers.
