7. What specifically would a TRO aimed directly at Musk be for?

What makes you think it could be attained this morning? There have been dozens of lawsuits filed against the administration already and multiple TROs put in place. However, those are usually not immediate, it takes a while for the judge to consider the merits before they grant the TRO.

I actually agree that a TRO against Musk should be attainable, but what isn't clear is what specific suit or charges need to be filed in order to get one?
