With little effect outside the federal executive branch. Or they're pro forma to legitimate some use of some statute.

This would be, I'm guessing, telling all the dept heads that insist on paper straws to top it. It's their boss talking in a way that doesn't require intervening layers of bureaucracy to overlook or slo-mo the order as it trickles down, but does provide something more actionable than a tweet in case some bureaucrat decides that the Constitution protects his right to be independent.
