Elon doesn't have to create a working AI model. He doesn't even have to produce a half-assed one. He just needs to convince others that he can, using smoke and mirrors.

Look at his other companies. He's been promising fully self driving cars and robo taxis for years now. Even though he had a head start, other companies are far closer to success than he is now. But, at his latest call with investors, he dismissed the news that Tesla fell short of expected earnings for the second quarter in a row. He waved his hands and said that robo-taxis were only two years from production. Since there hasn't been a major drop in stock prices, he must have been believed.

He convinces cities to abandon their plans for mass transit, claiming his Boring Company can do it better. Once the city has committed to him, he moves some dirt around then abandons the project. This leaves the city poorer and having to start the whole planning process over again.
