38. The reason I see it as "passive"

Feb 2025

Is that it is policy, not bullets, that would kill so many. That way, when the question of blame for many deaths comes along, they will blame the victims for their own weakness.

Admittedly, we are not at a genocide level yet, but the potential is there.
