Even if Intel had the exact same level of tech as TSMC, that's no guarantee that they'd be able to compete with TSMC. There's a lot more to it than just the tech. Intel got itself into trouble partially due to its management, culture, decision-making, etc. Even if Intel had the tech and everything else that makes TSMC the world-leader, now the market landscape will have changed with two viable top-tier fab players. IOW - there's no single-variable solution.
