(56,212 posts)Executive orders inherently apply only to the executive branch, if he signed an executive order that says "only the president and the attorney general can speak for the United States as to what the law is," then that is binding only on the rest of the executive branch.
The point of the executive order appears to be to silence agency heads and such. I'm not a fan of this, either, but I didn't hear anything suggesting he was silencing the other two branches.
Note that "the United States" in this context basically means the executive branch. It's the party that appears in court, in legal cases, which is represented by the executive branch.
If I'm wrong and his is trying to muzzle the other branches, I'll certainly be as upset as everyone else here, but I haven't seen that yet.
For now, I'm just slightly less upset than that.
