Trump says that Elon Musk has no authority, he only makes recommendations to the President. Yet, Musk directly emails 2 million government employees, demanding evaluation information and threatening termination if they don't comply.

I had a position in which I was responsible for making recommendations to an executive. I would never be allowed to directly email subordinates. That responsibility would vest in the immediate superiors of the employees or the lead executive. Recommending means recommending, not acting independently and certainly I would not have the authority to act on my own.
