(19,467 posts)38. Congress added a special provision in the 2020 National Defense Authorization Act: Section 1250A specifies
that the president cannot unilaterally withdraw America from NATO without an act of Congress, or unless two-thirds of the Senate concur. Trump still believes he has the right to withdraw unilaterally, relying on the Constitution which states the president has the power to negotiate treaties. The Constitution, however, doesn't say the president has the power to break treaties. Like every crazy thing Trump does, this will end up in the courts.
Trump could "Quiet Quit" NATO, refusing to participate in any way, and effectively ending the United States' involvement. No one really knows how that would work. Trump might withdraw from active participation in NATO, but still try to veto Ukraine joining the alliance. Russia would like that.
