Actually, it was the method the French Underground used to communicate with the Allies in England.
"Radio operators played a key role in the Allied liberation of France during World War II. They were parachuted into France to link up with the Resistance and provide a vital link between the Allied command and resistance fighters.

Noor Inayat Khan: A radio operator for the SOE who was arrested by the Gestapo in 1943
