...sadly, that the SSA is being stripped of critical staff, effectively hollowing out an agency that was already understaffed. This is a deliberate effort to make SSA fail, thereby cynically destroying our nation's confidence in one of the most successful and vitally important programs ever run by the U.S. Government. The toll in human lives and suffering will be incalculable if not stopped.

So, you are exactly right. It is being gutted.
