No, it doesn't. The courts would have decided what of their own operations would have kept open, not Trump. Cases and ruling could have continued.
Trump would have taken most of the blame and his popularity would have continued to erode.
Besides that, you've only kicked the can down the road 6 months. Republicans will just pack more garbage into the bills expecting that Democrats are too afraid to shut things down, especially when that fight will be in the lead up to the holidays and the start of an election year. It would have been better to have the inevitable fight now.
