Prior to December 2018, if a visitor could prove it had been more than ten years since the sentence was finished, and he or she had no other arrest history, Canadian authorities may disregard an old DUI and grant the person entry into the country. This policy has since changed!
My neighbor was older, had no intention of driving, but was going with a group and it took six months to get all the documentation (and a lawyer hired to expedite a decision from Canada)... He was successful, but very embarrassed because everyone traveling with him ended up finding out what the issue was. And this was a youthful 30-year-old DUI from a routine traffic stop... (yes, I agree DUIs are serious before anyone reams me out, but I believe this guy was honest in saying it was borderline alcohol level and he had not committed any traffic offense--just bad luck to be caught up in a routine check shortly after he graduated from college).
I am pretty sure Canada passed this more rigorous restriction in response to similar in the US, so we've been screwing ourselves vis-a-vis Canadian relations for some time.

OP
They are very strict--even a decades old DUI requires the person to provide documentation from the jurisdiction

If we are even welcome, Americans should go to Canada to help protest Trump!

See this to get a good sense of Carney - looks like he will be great & the stakes in upcoming Canadian election.
